For the GS-13 : You must have have at least one year (52 weeks, full-time) of specialized experience equivalent to the GS-12 level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL the following duties: Applying Federal human resources laws, regulations, policies, and best practices to provide guidance or develop solutions for HR programs or HR technology initiatives; Providing strategic consultation to customers, leadership, or stakeholders on Federal HR programs, business processes, or HR technology solutions; Delivering training or presentations on Federal HR programs, HR technology systems, or related business processes; Analyzing business requirements to recommend process improvements or system enhancements. For the GS-12: You must have have at least one year (52 weeks, full-time) of specialized experience equivalent to the GS-11 level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL the following duties: Applying Federal human resources laws, regulations, policies, or business practices to support HR programs or HR technology initiatives; Providing customer service or technical guidance to customers or stakeholders regarding HR programs, business processes, or HR technology systems; Delivering training, presentations, or user guidance related to Federal HR programs or HR technology systems; Documenting business requirements or customer needs to support process improvements or system enhancements. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
