Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience in providing technical and administrative guidance on all aspects of Federal Civilian Human Resources (HR) programs (i.e. staffing, recruitment, compensation, policy, training); AND designing and implementing agency wide training to HR staff, hiring managers, and employees within an agency; AND guides the program/project systems and processes for integration and delivery of specified HR related services within the context of broad policy or legislative mandates; AND providing direction and guidance in the Federal civilian HR areas of staffing/recruitment/compensation/policy/training, and labor & employee relations.
