GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and explaining standard civil service regulations, leave programs (such as FMLA), and administrative policies to employees and supervisors. Assisting in drafting disciplinary or adverse action letters (e.g., reprimands) and conducting preliminary fact-finding to help resolve workplace conflicts or leave abuse. Applying the Douglas Factors to recommend legally defensible penalties, interpreting complex leave programs (such as FMLA), and using negotiation skills to resolve high-conflict workplace issues like harassment allegations.
