To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Specialized experience typically includes, but is not limited to, a variety of administrative functions such as: - Managing Human Resources - Financial Management - Human Resources Management - Administration and Management - Decision Making Examples of your specialized experience may include: Establish, approve, and ensure equity and consistency of performance standards and rating techniques across subordinate units, and serve as the rating and reviewing official on performance appraisals. Interview candidates and make or recommend selections, promotions, reassignments, awards, bonuses, and disciplinary or adverse actions for subordinate positions, while ensuring appropriate training and development Serve as the principal budget official for the Business Office, independently performing budget formulation, justification, and execution, and maintaining manpower and financial records and controls to monitor resource utilization Review financial reports, analyze variances, and recommend adjustments to ensure expenditures remain consistent with budget formulation plans and Business Office/Medical Center priorities. Serve as primary liaison with Human Resources on all personnel-related matters, coordinating and tracking personnel actions and maintaining personnel-related records such as performance ratings, position descriptions, and awards. Assist leadership with workforce planning by projecting staffing needs, developing or revising position descriptions, preparing job analyses, and drafting performance plans and appraisals Design, implement, and maintain administrative and performance tracking systems to ensure performance reports, action items, and required documentation are completed accurately and on time. Lead special projects and long-range initiatives involving multiple services, including planning and coordinating activities, defining objectives and outcomes, establishing milestones and timelines, and ensuring deliverables meet executive leadership expectations. Review and analyze administrative directives and policies from the Medical Center, VISN, and VACO to determine their impact on Business Office operations and draft or recommend local policies and procedures in response. Design and implement new or revised guidelines, workflows, and operating procedures, using qualitative and quantitative data to monitor results and refine changes to enhance efficiency, effectiveness, and timeliness of work processes.
