Specialized Experience: One year of specialized experience which includes 1.) planning and coordinating major contract acquisition projects for major programs such as civil works, planning, and/or military construction; 2.) facilitating project team decisions through consensus; 3.) writing Performance Work Statements and scopes of work for firm-fixed price and/or cost-reimbursable contracts; 4.) overseeing project milestones, budgets, and fund allocations throughout a project lifecycle; and 5.) participating in strategic planning for local, regional, and national programs, ensuring all intermediate designs and technical products strictly comply with Federal regulations, policies, and quality standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
