SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft/weapon system testing, necessitated by unique limitations and requirements of operational testing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force Test and Evaluation (T&E) and combat aircraft training program goals, objectives, and regulations as well as the relationship of the various commands and range entities involved in overall operation, planning, and execution of realistic combat training environment. 2. Ability to conduct, apply, and adapt qualitative and quantitative techniques to develop, adapt, modify and apply methods to solve Test and Evaluation (T&E) or Training program problems or define/develop alternatives. 3. Knowledge of DoW range management responsibilities, including environmental compliance, aircraft operations, maintenance, industrial and physical security, range safety, and military use of airspace is required. 4. Ability to participate in project teams and originates new ideas and methodologies regarding operational management, planning, execution, and support. Ability to determine the means to execute operations within established regulatory, financial and time constraints. 5. Ability to research, analyze, and interpret high-level guidelines including general, DoW, Joint Service, military service, and FAA directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. 6. Skill in communicating, both orally and in writing, to provide comprehensive wide-ranging information to other specialists; coordinate mission teams; negotiate complex, time-sensitive issues; provide informational briefings to include options and recommendations to higher level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
