For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in business management and administrative matters involving human resources management, contracting and procurement, budget and fiscal management. Advises the cognizant manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyzes reports on workload, by program and activities and advises cognizant management of trends. Carries out special projects and initiatives, related to the operations of the organization supported. Conducts studies and recommends way to improve work methods, staff utilization, communication and overall productivity. There is no substitution of education for experience at the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
