About the role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education / experience/combination as described below: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience for GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Providing customer support related to financial management, accounting, travel, or similar program operations; Researching and resolving routine financial, travel, or accounting issues by applying established policies, procedures, or regulations; Processing, reviewing, or maintaining financial, accounting, or travel-related transactions or records to ensure accuracy and completeness; and Preparing reports, responding to customer inquiries, or performing administrative support using automated financial or travel systems. . OR, Education for GS-7: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or a Bachelor's degree with superior academic achievement; OR, Combination for GS-7: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a full 4-year course of study leading to a bachelor's degree. Specialized Experience for GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Analyzing financial, accounting, or travel-related data to identify issues and recommend solutions; Interpreting and applying financial, accounting, travel, or agency policies and procedures to resolve customer or program issues; Reviewing, validating, or auditing financial or travel transactions to ensure compliance and accuracy while resolving discrepancies; and Providing technical assistance or guidance to customers or employees regarding financial management, accounting, or travel systems and processes. ; OR Education for GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR Combination for GS-9: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. You will be rated on the following Competencies for this position: Customer Service Technical Competence Compliance Financial Systems Teamwork Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To be found well qualified, applicants must meet the following qualifications: Experience independently analyzing complex financial management, travel, or accounting issues and developing recommendations that improve program operations, ensure regulatory compliance, or resolve systemic problems. Experience interpreting and applying Federal Travel Regulations (FTR), financial policies, or agency procedures to resolve complex customer, financial, or travel-related issues requiring independent judgment. Experience analyzing financial or operational data to identify trends, recommend process improvements, and implement solutions that improve efficiency, accuracy, or customer service. Experience providing technical guidance, training, or consultation to employees, customers, or stakeholders on financial management, travel systems, accounting processes, or related program operations. Experience utilizing financial management or travel systems to research, troubleshoot, audit, validate, and resolve complex transactions or system issues involving multiple stakeholders or organizational components. Experience coordinating or leading projects, process improvements, or operational initiatives involving financial management, travel administration, or accounting functions that required collaboration across multiple offices or organizations.
