To qualify for this position, you must meet the specialized experience requirements below. To qualify at the GS-12 grade level, you must have 1 year (52 weeks) of specialized experience related to the duties of the position comparable in difficulty and responsibility to the GS-11 grade level. Specialized experience is defined as working with employees, unions, and management in managing disputes, conflicts, and complaints, recommending innovative solutions to executives, managers, and supervisors, and gaining consensus. To qualify at the GS-13 grade level, you must have (1) year of specialized experience related to duties of the position comparable in difficulty and responsibility to the GS-12 grade level. Specialized experience is defined as working in labor and employee relations to resolve conflicts, interpret and apply employee relations laws, regulations, principles, precedent, and policy; perform detailed analysis related to conduct and performance issues; utilize negotiation and persuasion techniques to explain and justify management's actions on human resources issues; communicate with diverse audiences that include employee, management, and labor officials.
