About the role

A qualified candidate possesses the following: Five years of progressively responsible specialized experience from working directly in a human resources role including expert-level work in recruitment/staffing, performance management, policy advisory, and use of automated HR data systems. Expert knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments. Expert knowledge of a wide range of HR theories, concepts, and practices to serve as a technical expert and SME; develops innovative solutions for complex, interrelated issues with substantial program impact. Comprehensive knowledge of FFR functions, organizations, policies, resources, and analytical/evaluative processes. Knowledge of research methodology, information retrieval, and data organization for analysis, decision-making, and formulating recommendations. Knowledge of DoD and U.S. Navy organization, structure, and policy framework, including CNIC organizational structure and missions of serviced organizations. Knowledge of HR laws and policies (OPM, DoD, DON, CNIC, federal government) related to staffing, recruiting, performance management, and position classification. Skill in establishing measurable goals and performance metrics for recruiting and hiring processes; tracks progress using data-driven methods and automated talent acquisition platforms. Skill in HR Information Systems (e.g., SAPHR, Defense Civilian Personnel Data System) and talent acquisition platforms (including OPM and LinkedIn systems); provides technical SME support, troubleshooting, and user administration. Skill in Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) to analyze data, prepare reports, and deliver presentations. Skill in recruiting strategy development including complex position analysis, determining skill requirements, areas of consideration, and short/long-term needs; executes recruiting plans to deliver suitable candidates. Skill in improving organizational attractiveness by recommending new policies, monitoring job offers and compensation, and leveraging networking channels (industry contacts, associations, social media, college recruiting). Ability to analyze and prepare clear, concise, technically sound reports; harnesses recruitment data to drive senior leader decision-making and resource determinations. Ability to develop and deliver effective presentations or training on HR and recruiting topics to diverse audiences. Ability to manage end-to-end projects (HR initiatives, recruiting plans, system implementations) including planning, resource coordination, risk mitigation, stakeholder engagement, and compliance; adjusts project direction in response to shifting organizational needs while maintaining focus and quality. Ability to perform the full range of supervisory duties, including effective interpersonal communication and leadership skills to facilitate a collaborative, cohesive team. Ability to recognize the distinction between routine and high-level assignments; exercises independent judgement on operational tasks while seeking supervisor approval for precedent-setting, controversial, or high-impact matters. Ability to communicate effectively both orally and in writing with HR and non-HR staff, management, senior leaders, and external partners. Ability to interpret and apply OPM classification guidelines to assist managers in developing position descriptions and determining title, series, and grade. Ability to identify position and skill requirements to create crediting plans for applicant qualification processes. Ability to analyze resource requirements, identify key positions/competencies, and develop training plans or developmental assignments for management development programs. Ability to determine information needs and secure or develop data to ensure activities align with current business practices.
