About the role

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Overseeing and supervising staffing, selection and placement activities which provides and performs technical support to a variety of organizations throughout a department; Overseeing the development of vacancy announcements, management of the career opportunities program, provision of employment selection certificates, qualifications determinations, conduct of rating and ranking panels, merit assignment and delegated examining programs; and planning and executing strategies to identify workforce needs; and/or Researching, interpreting, and applying human resources laws, pay rules, and procedural guidance to advise employees and managers on complex personnel, benefits, and compensation matters. Leading or directing a team responsible for administering HR programs and processing the full range of personnel actions, including assigning and prioritizing work, providing technical guidance and coaching, assessing performance, developing staff capabilities, and ensuring all actions are completed accurately, timely, and in full compliance with governing laws, regulations, policies, and procedures. Providing strategic guidance, training, and expert counsel to senior officials, executives, managers, and HR professionals on complex human resources topics, including compensation and leave administration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
